Responsibilities

  • Review procurement requests for completeness; ensure that proper specifications or purchase descriptions are included in solicitation documents.
  • Determine appropriate contract type and method of procurement based on nature of service required.
  • Prepares Invitations for Bid (IFB) or Requests for Proposal (RFP), ensuring that technical descriptions and appropriate contract clauses are included.
  • Performs analysis of responses to solicitations, including price reasonableness, adequacy of competition, compliance with solicitation, and probability of meeting requirements.
  • Review procurement requests for completeness.
  • Serves as an acquisition business advisor on contract matters and may serve as an acquisition lead on project management teams.

    Qualifications

    Basic Education Required: Must have a 4-year course of study leading to a bachelor's degree with a major in any field;- or -At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements.

    Additional Experience Required: In addition to meeting the basic education requirements, to qualify for the GS-12 grade level, 1 year of creditable specialized experience equivalent to the GS-11 is required.

    Specialized Experience Requirements: In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-11) of the position to be filled. Examples include, but are not limited to: Conduct specialized contract negotiations; Perform pre-award/or post-award functions for procurements involving contracts for equipment systems, facilities alterations, systems contracts and repairs, and/or facility maintenance services; Evaluate solicitations for fair and reasonable prices; Interpret Federal laws, regulations and policies to address contracting issues; Negotiate acquisitions; Produce contract documents and related correspondence.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.
